Letter from ESCO to European Institutions on the future organisation at European level in the cyber security domain

ECSO release an official ECSO letter, co-signed by the ECSO Chairman and Vice-Chairs, on the future organisation of the cyber security domain at the European level,

we remind that ECSO was created to facilitate the dialogue and cooperation between administrations, academia and industry in Europe as well as to support the implementation of the cPPP together with the European Commission;

we state that thanks to its unique membership base, representing all the different stakeholders, ECSO has become the voice of the European Cyber Security Community, federating and structuring a large part of the European cyber security community making it a fully-fledged public-private forum;

– we remind that ECSO goes beyond giving advice to the European Commission through the elaboration of a SRIA for the cPPP, as it has defined a series of workstreams aimed at the development of a cybersecurity industrial policy, including certification & standards, improved understanding of users’ needs, training, education and awareness, regional development, market investments, funding of start-ups and support to SMEs growth, capacity and capability development at European scale;

we propose the ECC to be an amplifier of the concrete initiatives launched and developed by ECSO to avoid losing the current momentum created by these initiatives and avoid any possible duplication of efforts. To do so, ECSO proposes to identify how the future European configuration will allow to continue the ECSO activities and multiply its successes in the light of the ECC proposal;

we acknowledge that ECSO is in favour of the missions of the proposed ECC and of the Network;

– we suggest that a legal and organisational setup should be established to guarantee that the industry’s advice is considered in the ECC decision-making process;

we request for more coordinated investments supported by structured cooperation between ECSO and the European Commission.
